I think it's a light that flashes when the telephone rings, to assist a deaf person.
It is a wireless hotspot lamp.

Reminds me of a great though politically incorrect Monty Python skit where a deaf person who was the subject of a voice-over narrative wore a weird antenna-looking device on his head which ended in a red bulb. As this character went about his daily routine the narrator explained that a deaf person couldn't hear the phone ring so the reason this device was so wonderful was that as soon as the phone *did* ring, the light went on and the deaf person could go to their phone. Of course, the scene finished with the deaf person seeing the flashing light, going to the phone and picking it up only to spend the last 10 seconds of the skit saying aimlessly into the phone "hello?", "hello?" until the canned laughter faded in to help the last of the viewers to get the joke. Typical Python. Brilliant. Now this is an update!
